When Billy goes into the mud for the fifth time in the day while wearing his white tuxedo before a wedding, Grim tries to figure out why Billy is so stupid. Billy's dad, Harold recounts Billy's life from his birth until he met Mandy and explains that Billy is not dumb, but actually a genius with a certified "Honorary Genius Degree". It is quite evident to Grim that Billy's problem is his equally dumb father, as he inherited Harold's stupidity. Billy is so irritated of waiting for Grim to clean him up that he gives up on Grim's scythe cleaning him up. Billy takes the bottle, puts it in his mouth, then flushes it down by tugging on his nose like a toilet.
Harold has no actual job, because in one episode he is a doctor, while in others, he is said to have worked at Freckle Burger but got fired for eating all the paper cups so his employment is currently unknown, though it was mentioned that he was once a Navy SEAL and possesses traits that could back up this claim can fish in a general sense and possesses an understanding of dangerous or traumatic situations with a calm, commanding ease. He was also in a rock band once, and changed his name to "Mogar". He is one of the people featured in the slideshow of who stole Grim's scythe in Billy and Mandy's Big Boogey Adventure. Harold's sands of time ran out at one point, causing his premature death of having a heart attack from a corn dog, but Billy saved him by reversing his time hourglass when Grim took the kids on a field trip to Father Time's factory. Like Billy, Harold is very dim-witted and is prone to do stupid things, though he is generally shown to be more intelligent than his son. It seems he is an expert in dancing in the episode Billy Idiot , he beat the Mrs. Pollywinkle , who was Billy's dance teacher.

Billy is the deuteragonist in the franchise. He is Mandy and Grim 's friend. He is a dim-witted, happy-go-lucky boy living in Endsville. He has an extremely low IQ of -5, having been outperformed by even inanimate objects. Good-natured and incredibly dopey, Billy's curiosity tends to get him into trouble he can't get out of by himself. Billy enjoys the company of Mandy and Grim and would do just about anything for them.

Mandy is the tritagonist of the franchise, who is best friends with Billy and Grim. She is a devious girl from Endsville. In stark contrast to her cheerful, talkative, uniquely stupid best friend Billy , she is shown to be intelligent, quiet, bitter and utterly ruthless. After the theme song, Mandy is shown in front of a black screen, usually speaking to the viewers in a creepy, sarcastic way, similar to the couch gag opening of The Simpsons. However, this did not apply in some earlier episodes, where she smiled only to her friends Billy and Grim. However, she had to smile in front of everybody in the school auditorium when she sang Over the Rainbow as part of a pageant. In the episode The Problem with Billy , it was shown that she first met her best friend Billy at an early age, when Billy had repeatedly rung her doorbell until she was annoyed enough to answer.

It follows two children: Billy—a slow-witted happy-go-lucky boy, and Mandy—his dark and cynical best friend—who, after winning a limbo game to save Billy's pet hamster, gain the mighty Grim Reaper as their best friend in eternal servitude and slavery. The show ran as a separate series from June 13, , to November 9, Underfist: Halloween Bash , a made-for-TV movie intended to serve as a pilot for a new spin-off series, aired on October 12, In addition to the episodes, three movies, two special episodes, and nineteen shorts were made. The series is centered around the exploits of Grim voiced by Greg Eagles , a Jamaican accented Reaper and Billy voiced by Richard Steven Horvitz , a completely idiotic and happy-go-lucky boy. They are constantly assisted by Mandy Grey DeLisle , a cynical and merciless girl. After Billy and Mandy cheated at a limbo match against Grim in retaliation for putting the limbo rod too low for them to go under , he is enslaved in a permanently unwanted friendship with the children.
